Form
of Government:
Delaware City is
a municipality operating under a Charter granted by the Delaware General
Assembly. The most recent Charter was adopted by the General Assembly
in 1978, with several minor amendments passed since.
The city has
a Council/Manager form of government with a Mayor and five Council
members elected at-large. The essentially volunteer Mayor &
Council appoint a City Manager who is chief administrative officer
of the government, responsible for the day-to-day operation of the
City.
The operations
of the city government are funded by property taxes, currently $1.09
per $100 of assessed valuation, a 1.5% real estate transfer tax,
and user fees.

Services:
Delaware City
shares local government service responsibilities with New Castle
County under what is known as a "local service function"
agreement. In Delaware City, the County administers the building
code and provides property maintenance code enforcement. The city
is served by the County sanitary sewer system. In addition, the
County coordinates police and fire emergency response through the
911 Center and provides support for the Delaware City Library, which
is under "contract" to the County library system.
Delaware City's
government provides most remaining services, including police, planning
and zoning, water supply, street maintenance, garbage collection,
and parks. Fire protection and emergency medical services are provided
by the Delaware City Fire Company, an independent volunteer organization.
Additional park facility and recreational programs are offered by
the Delaware City Park District.
The city owns
and maintains the public drinking water supply system, which is
operated as municipal utility supported by user fees. Water is supplied
by two deep (600'+) wells, which draw from the Potomac Aquifer.
Fluoride is being added to the water supply beginning in July 2005.
Delaware City
maintains approximately 8 miles of streets. Weekly garbage collection
is included in city property taxes and the city also operates a
free curbside recycling program which collects yard waste, glass,
certain plastics, newspapers & magazines, cardboard, and cans.
